The lack of blood products represents a risk to the population's health and life. The management of the blood banks' supply chain involves a great deal of uncertainty because the perishability of the material and the voluntary donation of the population considered eligible. Sharing blood product stocks is still a difficult strategy to implement due to the complexity of the supply chain, and it is also a scientific gap to be explored. Thus, this research proposes a negotiation protocol based on a linear programming model to support the negotiation of blood products among blood banks, aiming to increase product supply and reduce waste. The solution was developed based on an adaptation of the transportation problem, considering the amount of blood products offered or demanded and their respective expiry date and stock levels, represented by a criticality level, and the distance between the blood banks. In addition, extensions that can be incorporated have been modeled, aiming at load compaction, reduction of negotiation pairs and a minimum level of service to demand. The model was implemented using the CPLEX solver and the computational tests were performed with randomly generated data for (i) blood banks in the state of Rio Grande do Norte, (ii) the northeast region, and (iii) Brazil. Finally, a scalability analysis and a management analysis were performed to evaluate the model's behavior for different instances. The model promotes the reduction of blood products waste since it can be negotiated between a blood bank in need and another blood bank with stock. It is also observed that the products offered with short expiration date are prioritized over those with a longer period, an important factor due to the high perishability of the blood products. Moreover, for the demanded products, the model prioritizes those that are more critical, in relation to those that are only for the replacement of the stock bank. It is noteworthy that the model allowed 100% of the blood banks with high criticality demand to be visited, reducing the waste of blood products. The developed protocol is an intelligent negotiation tool able to support the blood bank managers when deciding about blood products exchange, improving the quality of the negotiations among blood banks stocks, reducing the waste, and increasing the availability of these products. Thus, the model can better manage the stock in a sharing perspective.
