SUMMARY:

The outsourcing of support activities services by the public administration, frees it to concentrate on the execution of its final activities. However, when outsourcing it is necessary to monitor the contractual execution, in order to guarantee satisfactory levels of execution of the agreed services. Inspection is composed of different procedures that require from inspectors and contractual managers assigned to this function specific knowledge related to the contracted object, applicable laws, schematization and execution of procedures, in addition to behavioral postures. Given the complexity and bulk of inspection tasks, it is common for failures to occur during the inspection process without proper training and regulation. In this context, this research analyzed from the point of view of inspectors and contractual managers of continuous services with exclusive dedication of manpower of the Instituto Federal do Rio Grande do Norte, Ipanguaçu campus, how the process is carried out and which points are considered critical in the monitoring of the execution of the contracts. To this end, a bibliographic research and documental analysis of the processes that gave the necessary support to the elaboration of the semi-structured interview script applied with the inspectors and contract managers were carried out, and their impressions on the procedures adopted from their designation to the completion of the contract were captured. contract, covering aspects of preparation, training, administrative support offered, description of the activities performed, ideal profile to be considered for the choice of inspection agents, perception of responsibilities and risks, in addition to raising critical and strong points of the process. As a result, it was evident that at the time of designation there is no notification and prior preparation, training is only offered after the start of inspection activities, that the profile of the inspector and the availability to perform the task are in the background. There is no segregation of functions between inspectors and managers, given that there is a concentration of indications in the same group of people, in addition to identifying the need for institutional standardization and creation of the systemic sector that mainly helps agents who act as managers. Based on the results, a plan was prepared with suggestions for improvements to improve the contractual management and inspection process.
